The Montevideo Convention on the Rights and Duties of States, signed in 1933, codifies the declarative theory of statehood.
This theory holds that an entity becomes a state by fulfilling certain objective criteria, regardless of recognition by other states.
Article 1 lists the qualifications for statehood as:
1. Permanent population:
The Nation of Dova is an Empire under imperial edicts. Citizens who join are considered subjects and receive titles at the Emperor’s behest.
Currently, only family members are eligible for citizenship.
We declare that we rule all locations of the Nation of Dova, whether physical or an internet domain, as our sovereign territory. I, JAIME JAVIER VAZQUEZ SALDANA, Emperor, am the official leader of this nation and will rule until I step down or natural causes claim my physical body. KATHLEEN LOUISE D’OVIDIO, Empress, will rule at my side. Upon my inability to rule, KATHLEEN LOUISE D’OVIDIO, Empress, shall assume leadership under the same conditions.
2. Defined territory:
The Nation of Dova is currently located at 7301 Radcliffe Drive, College Park, Maryland.
The Nation of Dova includes the house on the property and boundaries of our micronation include the land as shown on the Maryland Department of Assessments and Taxation website, Prince George’s County search of 15,555 square feet.
As well as the all that property situated in Prince George’s County, State of Maryland as described as:
Lot numbered Thirty-seven (37) in the subdivision known as “Lots 36, 37, AND 38, BLOCK C, YARROW” as per plat thereof recorded in Plat Book W.W.W. 56 at folio 84, among the Land Records of Prince George’s County, Maryland. See attachments A & B.
Our two vehicles—a white 2000 Dodge Neon and a 2002 Gold Dodge Neon, are also considered part of our territory.
3. Government capable of effective control over territory and population:
The Nation of Dova is an Empire under imperial edicts.
Citizens who join are considered subjects and receive titles at the Emperor’s behest.
Currently, only family members are eligible for citizenship.
4. Capacity to enter into relations with other states:
We seek alliances with other micronations.
Currently, we have recognition from the private micronation of Leviticus and the Micronation of Imperium Luminaria.
